v11 and string variables

I am not sure if you have the following

c_string(20;StringVariable_s)

I know with unicode on it will accept an unlimited number of  
characters (up to memory limit)
With unicode off, I think it will only accept 20 characters)

If, however, unicode is on I want to limit input to 20 characters. I  
have already written code that runs after edit on forms to do this,  
where I pass a pointer to element and length as second parameter.
I have another set of code that I get fields properties for the field  
in a similar manner so that I can limit based upon current definition  
as opposed to a passed in number
